The Strengthening Investment Services Project Office, under the National Development Fund (NDF), handles the receipt of applications and related activities on behalf of the Taiwan Institute of Economic Research.

Important Emerging Industries Investments
(Direct Investment)

The Direct Investment program invests in diversified industries, including industrial innovation, high-tech development and green energy, with a minimum investment amount of NT100 million. The program aims to promote enterprise innovation and transformation, assist industrial research and development, improve industrial efficiency, and promote economic development.
Investment Principle:
Funding Request of more than or equal to NT$100 million.
NDF does not act as a lead investor.(NDF shall not be the largest investor in the investment round.)
NDF invests in non-listed companies.
When NDF participates in companies that also receive funds from other government agencies, the total funding from governmental agencies should not be over 50%.

Industrial Innovation and Transformation Fund

Industrial Innovation and Transformation Fund

The NDF has allocated NT$100 billion for joint investments with private funds to promote domestic industrial innovation and transformation and to create job opportunities.
Investment Principle:
Funding Request of more than or equal to NT$100 million.
NDF does not act as a lead investor. (NDF is not the largest investor in the current funding round.)
When NDF participates in companies that also receive funds from other government agencies, the total funding from governmental agencies should not be over 50%.
NDF can make investments up to 20% of total equity at the completion of the investment.
The maximum investment amount each enterprise can receive from the NDF is NT$ 10 billion.

Application Process

The application process is estimated to take around 3 months. The application will be processed at the policy compliance review, investment committee meeting review, and board meeting review, before NDF proceeds with the investment. Details are as follows:

The NDF aims to provide enterprises and industries with the opportunity for innovation and value-adding activities through investing in line with national industrial development strategies.

The NDF is to invest in industrial innovation, high-tech development, recyclable/renewable energy/resources, “green energy” industries, introduction of technology and other important businesses or projects that can enhance the efficiency of industries or improve the industrial structure, in line with the national industrial development strategy.

The lead investor is the single largest shareholder that has invested no less than the amount invested by NDF in the current funding round.

Documents prepared should include the basic information form and business plan document.

Depending on the size of the enterprise and the demand for funds raised, the NDF offers the following investment programs:
  1. Funding request of more than NT$100 million: Direct Investment Program, Industrial Innovation and Transformation Fund.
  2. Funding request of less than NT$100 million: Special Project Investment in Service, Manufacturing, Cultural and Creative Industries, and Small and Medium-Sized Enterprises.
  3. Funding request of less than NT$20 million: Business Angel Investment Program.
